Gimp
GIMP is a cross-platform photo editor that’s similar to Photoshop. GIMP utilizes raster images. This program utilizes raster images and can be used to edit photos or to digitally paint. According to their website, "whether you are a graphic designer, photographer, illustrator, or scientist, GIMP provides you with sophisticated tools to get your job done.
